How to access Bene Casa services
Depending on your needs, you may be eligible for the new Support at Home program or the Commonwealth Home Support Program (CHSP). You can also choose to pay privately for our services at any time – giving you the flexibility to access the support you need, when you need it.
Commonwealth Home Support Program (CHSP)
The Commonwealth Home Support Program provides entry-level, short-term or occasional support to help you live independently at home. CHSP services are tailored to your individual needs and can include help with domestic tasks, personal care, transport, home maintenance and social support.
Support at Home Program
The new Aged Care Act 2024 has rules to ensure aged care providers meet stronger quality standards that protect your wellbeing and safety and improve the quality of your care. The Act introduces the Support at Home program which is Australia’s new in-home care program which commenced on 1 November 2025. Support at Home replaces the Home Care Package (HCP) program and Short-term Restorative Care Program.
The Support at Home program provides eight levels of funding for a broad range of services and will be based on your needs. Unlike Home Care Packages, Support at Home offers quarterly budgets based on your support level, making it easier to manage your care needs throughout the year.
Contributions
The Government will cover 100% of clinical care services and will pay a portion of the cost of independence and everyday living supports. Depending on your income and assets assessment, you may be required to contribute towards your services.
Services
Support at Home focuses on providing Government funding for services which help you stay at home longer. All services are grouped into one of three categories:
• Clinical supports: nursing care, therapeutic services, allied health, nutrition and restorative care.
• Independence supports: personal care, social support, respite, transport and assistive technology.
• Everyday living: domestic assistance, home maintenance, meal preparation and delivery.
There is also the new Assistive Technology and Home Modification (AT-HM) Scheme, where you can access additional funding for technology and home modifications to help you stay at home longer. Support at Home also provides funding for Restorative Care and End-of-Life pathways for short-term support when you need it.
CHSP will transition to Support at Home no earlier than 1 July 2027. The Act also introduces a Statement of Rights, which prioritises your independence and your access to quality and safe care. It gives you the right to raise concerns without fear of reprisal.

As part of the Federal government’s aged care reforms and the Aged Care Act 2024, the Home Care Package (HCP) program changed to the Support at Home program on 1 November, 2025.
The government made these changes in response to the Royal Commission into Aged Care Quality and Safety. Support at Home aims to support older people to live in their own homes for as long as possible, and the way those supports are arranged and funded will change.
Support at Home is designed to care for you and improve the way that you are involved in your home care with Bene.
Your care
Your care is important, and we will work with you to make sure your services continue smoothly.
The new Act takes a rights-based approach, placing older Australians at the centre of care. It aims to strengthen the Australian aged care system, prioritising the rights, dignity, and needs of older people, The key changes include:
- Better care in homes, communities, and residential facilities
- Stronger accountability for aged care providers
- Alignment with recommendations from the Royal Commission into Aged Care Quality and Safety
The Home Care Package program has changed to the Support at Home program. Support at Home launched on 1 November 2025, and replaces the Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs. This program aims to provide needs-based support to help people stay in their homes longer, with a defined services list across three categories:
- Clinical care (e.g., nursing, physiotherapy, care management)
- Independence support (e.g., personal care, showering)
- Everyday living assistance (e.g., cleaning, gardening, meals)
The Support at Home program is designed to:
- Promote Independence: Help more older Australians stay independent at home, with plans to support an additional 300,000 people by 2034.
- Simplify Services: Combine existing in-home aged care programs into a single, streamlined system.
- Ensure Fairness: Introduce new assessment and classification systems to make accessing care more equitable.
- Encourage Early Intervention: Focus on proactive care to help people remain active and independent for longer.
- Provide Higher Levels of Care: Offer more intensive support for individuals with complex needs who require extra help to stay at home.
If you already access the Home Care Packages Program, you will have moved to Support at Home on 1 November 2025 and keep the same level of funding to access services from the Support at Home service list.
If you received a Home Care Package before 1 November 2025, you will not need to be reassessed for Support at Home.
You will have automatically transitioned to the New Support at Home program on 1 November 2025, and your funding will match your current Home Care Package level.
In the future the Government’s new Single Assessment System will make it easier for you to access Support at Home services as your needs change.
Yes. If you received a Home Care Package, your care manager would have been in touch before 1 November 2025 to discuss this with you. It is our responsibility to make sure you feel comfortable and understand the terms of your agreement. You can also ask questions if anything is unclear.
You can choose not to sign the agreement and discuss any concerns you may have with your care manager.
You will receive a quarterly budget that aligns to your funding classification at the time of assessment. Starting from 1 November 2025, if you were on a Home Care Package, you automatically transitioned to a Support at Home package and your quarterly budget will reflect your annual HCP budget.
You won’t lose your unspent funds but there are new rules around how you can use this funding within the Support at Home program. You can use these funds towards services that will help you stay at home longer.
Your contribution will depend on your income and assets. To determine your contribution to your Support at Home program, you must have your income and assets assessed by Services Australia. The government will fully fund clinical care, and contributions for other services will be based on means testing.
It’s our responsibility to collect your contribution on behalf of the government and we will do this by direct debit.
